500 Crores Of Scam May Be In Ex Servicemen Health Scheme

There are frequent bogus bills coming in the Health Scheme Ex servicemen Contributory Health Scheme (ECHS) made for ex-servicemen and their families. According to sources, 16-20% of the bills coming from the ECHS from different hospitals have been found wrong in the year. The bill of nearly 500 crore rupees last year is either fake or the bill has also been added to the treatment which was not treated till now. There is also a case of extending the bill in addition to admit patient without any need.

 

 

According to sources, many large private hospitals were recommended by the Army to exclude from the ECHS panel because of corrupt practice, but due to external pressure, action was not taken on them. Sources say that the information of this Karpt Practice is with the Army as well as the Ministry of Defense. Sources say that the information of disturbances in the Department of Ex-servicemen Welfare has come to light.

 

 

The ECHS is a cash-free health scheme for ex-servicemen and their families. It has close to 52 lakh beneficiaries and more than 2000 hospitals are impeded throughout the country. According to sources, there have been cases of repeated bills, bills raised, and unwarranted bills on behalf of many hospitals have emerged. Action was taken after investigation on such a hospital, but despite all the evidence being found due to the officials of the Department of Ex-servicemen Welfare and some political interference, and irregularities were found during the investigation, the action could not be taken. There are many such bills which were wrong and the notice given to the hospital which has the copy of NBT.

 

 

According to sources, the action of deempansion against the hospitals of Meerut, Noida and Panipat was started from the side of the army but some senior officials of the ministry intervened in it. In one case of Meerut, an officer of the Major General Level of the Army examined and recommended deempansion but it was also stopped. On the complaint of Karpat Practice, Meerut Headquartered in a Meerut hospital examined and on 8th August last year, the Inspectation from the Ministry was done.

 

 

Compassionate Board of Officers (Team of Doctors) again inspires on 29th August. The Board said that this hospital is unfit for the Implementation and this recommendation has also been approved by the GOC. The case was further extended in November 2018 and the letter was sent to the ministry on behalf of the Implementation Section but nothing happened. In the case of a large hospital in Noida, a former Chief Minister came to the minister and tried to stop the hospital's impermanment process. It was found in the investigation that the hospital has raised the bill and sent the wrong bill. 24% of the big and famous hospitals in Gurgaon were found to be wrong. 17% of a famous hospital in Delhi is found to be wrong.

 

 

According to sources, both the ministry and the army know this corrupt practice but there are many external pressures to stop or affect the investigation. According to sources, there are complaints about officials who are investigating the effect of several ways. 61 percent cases of corruption are from Delhi, Haryana, Punjab and Chandigarh. Of these, 35% of the cases are related to cardiology, orthopedic and eye-related treatments because it is difficult to challenge the treatment.
